Merge remote-tracking branch 'processone/pr/1122'

* processone/pr/1122:
  mod_client_state: Add function specifications
  mod_client_state: Add "queue_pep" option
  mod_client_state: Queue chat state notifications
  Move CSI queue handling into mod_client_state
